In Holland, there is a website from the national association of telemarketeers, where you can have your phone-number blocked. I get less than one telemarketing phonecall a year, usually from a some small business that is not a member of the association. Then I state that I am not interested, and that I do not want to be called again, and they are required by law to honor that.

Got phone set to accept or decline when it rings, if display shows anything but names in my contacts, I press decline.
