The key element is blithely assuming she knows nothing about what you’re talking about just because she’s a woman. As in the guy with no medical training or knowledge explaining how the vagina works to a woman who not only owns one, but is a gynecologist to boot.
When women do it, it is called “nagging”. And by the way, when we mansplain to you honey, it’s because you’re about to do something incredibly stupid and dangerous, like trying to pick up a running chainsaw by the blade, looking down the barrel of a gun to see if it is loaded, driving into a lamp post… I could go on.
I posted it somewhere here today, the correct answer is “Yes dear.” It’s gotten me through what will be 49 years two weeks from tomorrow. My good wife had the amazing foresight to have in engraved on the inside of my wedding ring.

If we have to take on ‘mansplaining’, then y’all have to wear the mantle of she-blathering. It’s only fair.

But men usually do know something about the subject we are opining on.

My wife and I are both scientists. We don’t always agree, but we mostly understand each other.

Explaining is now when your ex tells you everything that went wrong

Watching paint dry is marginally better than binge watching Netflix.

Sometimes it’s called having a conversation.

I need clarification, Janis: if the man does know what he is talking about, is it still mansplaining? Your definition is unclear.
And now let’s confuse the issue more: if a woman USED to be a man, is it still mansplaining?

Why does he keep falling for these traps? Just say you’re sorry.
