It goes back even farther. When I was a kid, I watched Saturday morning cartoon shows that were a collection of really, really old black-and-white cartoons with no dialog. I don’t have the faintest idea who made them, but from what I recall of the animation style, they may even have been made before “talkies” came in, with music tracks added later. And yes, the mice were the good guys, the cats were the villains, and the mice invariably won.
MGM is who had the mice beating up the cats… or sometimes, a baby Kangaroo who was thought to be a mouse. haha those were the days. You might also be thinking of a cartoon-in-a-cartoon with Itchy & Scratchy on the Simpsons.
