Nobody told me about the NSA bugging Merkel's phone... or about problems with the obamacare rollout... or that the IRS was targeting tea party groups. I guess you could say my people kept me in the dark... and fed me, well, you know...

By your logic, No Child Left Behind (for just one example) won’t get done. I was given to believe that it was an “unfunded mandate”: that is, it’s the law, it should be funded, but it’s not. However, it’s the law, and states are required to conform, funded or not.
If it were true that the House of Representatives could make laws magically vanish just by deciding which laws to fund and which not to, this country would be a wildly different place.
If we adopt that policy, I suppose the only things funded would be oil companies, Wall Street, Blackwater, Massie Mining, agribusiness, and the Pentagon. Everything else would be de-funded, and the laws underpinning them would just go moot.
I hope you don’t really believe that would be a better idea.
