I have a hunch this is an American sign. They need directions for everything. Why I once seen instructions on an American chocolate bar, “Warning, remove outer plastic wrapper before eating!”
The statue in the background looks like Silent Sam, the confederate soldier statue at UNC Chapel Hill. UNC team name is the Tar Heels that were confederate soldiers from North Carolina during the war of northern aggression. Statue has been torn down, but Tar Heel name is still a UNC trade mark. Hypocrisy.
