This reminds me very little of the time many decades ago, I bought some toy money with the inscription, “Legal tender if over 100 years old and accompanied buy both parents”. It did not specify if the parents had to be alive.
It’s not a question of the legality of selling candy to minors,
it’s that the shopkeeper has had too many kids shoplifting candy from his store. Thus the requirement for children to be accompanied by an adult, human, living, conscious.
