It wasn’t approved. It was a letter notifying that someone qualified for the benefit, probably based on the employer reporting the subject has been fired. The letter went to the wrong address or the so called Ryder was an illegal alien with a fake ID using that address. The address belongs to a lawyer and, my take on it, he decided to make fun of the fact posting it on Facebook. Maybe his dog’s name is Ryder, maybe not even that. He didn’t file a claim and, when the post went viral, the benefit was denied preemptively.
