Reasonable people can tell the difference between an accident and intentional bad behavior. Decent people worry more about people having to be subjected to REALLY disgusting perverts; others build straw men to discredit victims.
Mark must have though he had forgotten to zip up from the bathroom. From his look in panel two he had no idea that Doug exposed himself, so often true with the men in the office, they didn’t know their buddy was sexually assaulting the women.
