I don’t know about “current” shoe-throwing, but back when I was in school it was the sort of thing a bully would do…steal the unpopular kid’s shoes, tie the laces together and then try to toss them onto the wire…that way, the unpopular kid had no shoes, and the bully felt important because his ability to throw shoes was unmatched. :P
