The ACA and ISIS have both had a remarkable run of success at being extremely effective at what they were designed to do. But one saves lives and saves America money, the other destroys lives and costs America money. So the cartoon doesn’t particularly make sense.
The GOP just carpet bombs the MIC with contracts for “war stuff” that doesn’t work, and is in such excess, it’s being given away (if it does work, maybe).
